Project: Capital Projects Fund (CPF) Coordination – Woodfords Community Duration: April-September 2026 Location: Woodfords Community, Washoe Tribe of Nevada and California Budget: Not to exceed $20,000
1. Project Overview
The Washoe Tribe of Nevada and California is seeking a qualified Washoe Tribal member (Hungalelti preferred) or Washoe Tribal member consultant to serve as the CPF Coordinator for the Woodfords Community. This position is funded by the Capital Projects Fund (CPF) grant under the American Rescue Plan Act (ARPA).
The Coordinator will serve as the primary "feet on the ground" representative, ensuring the successful daily administration, implementation, and compliance of CPF-funded initiatives. The goal of this program is to reduce the digital divide by supporting community needs in education, work, and health monitoring. The contract will conclude in September 2026 to ensure liquidation by December 2026.
2. Scope of Work
The CPF Coordinator will be responsible for high-level administration and daily "on-the-ground" operations, including:
• Lab Operations & Monitoring: Actively run and monitor the digital labs, ensuring they are available for use by Tribal and community members. Establish and post hours of operation and specific program rules.
• Technology Loan Management: Oversee the check-out and return of equipment (laptops, tablets, and Wi-Fi modems). This includes recording confirmations of return and following up with members who have checked out equipment.
• File Maintenance: Maintain organized files of all Program Applications and signed user agreements.
• Finance & Data Support: Support the Finance Office in tracking project expenditures and maintaining detailed data for federal reporting.
• Asset Tracking: Maintain a real-time digital and physical inventory log of all CPF-funded assets and conduct quarterly physical audits.
• Compliance & Reporting: Ensure all records comply with 2 CFR Part 200, including procurement records, invoices, and receipts.
• Community Engagement: Manage outreach, distribute program applications, and conduct impact assessment surveys to evaluate digital literacy progress.
• Inter-Departmental Coordination: Work closely with the IT Department for equipment tagging, setup, and maintenance.
3. Required Qualifications
• Experience: Demonstrated experience in program coordination, preferably within a Tribal government or non-profit setting.
• Regulatory Knowledge: Familiarity with Federal grant compliance, specifically 2 CFR Part 200 and ARPA/CPF guidelines.
• Technical Skills: Strong organizational skills for asset tracking and inventory management.
• Communication: Excellent verbal and written skills for drafting justification forms and contributing to Treasury reports.
• Community Focus: Ability to engage directly with Hungalelti community members to facilitate program participation and assess impact.
4. Deliverables
• Inventory Log: Digital and physical log of all assets.
• Quarterly Audits: Reconciliation of physical equipment with digital records.
• Justification Forms: Completed forms for ancillary purchases (software, training, etc.) reviewed by IT and Finance.
• Impact Reports: Summaries of user participation and community impact derived from survey data.
5. Proposal Submission Requirements
1. Resume/CV: Detailing relevant experience in grant coordination and Tribal administration.
2. Technical Proposal: A brief outline (2 pages max) of the applicant's approach to managing "on-the-ground" lab operations, compliance, and reporting.
3. Cost Proposal: Total bid not to exceed $20,000.
4. WCC will consider applicants at the regular WCC meeting on May 7, 2026.
